Contributor's comments: Within the old Melbourne Board of Works, duck-shove was a term used to mean evading responsibility eg by passing the file to another department - duck-shoving it.
Contributor's comments: After a lot of duck-shoving the problem landed on my plate! A combination of ducking the problem and shoving it in the corner? Akin to chucking it in the 'arbour?
