Contributor's comments: This term also is in common usage within both the Army and Navy.
Contributor's comments: I remember the term being used in a branch of the Public Service in the 1970s to refer to payday. Pay cheques were distributed every second Thursday. Someone who wasn't sure if it was payweek would ask "Does the eagle shit today?" I read somewhere that it was originally US military slang, the eagle being the US emblem.
